The Power Usage Effectiveness (PUE) is defined as: PUE = Total Facility Energy ÷ IT Equipment Energy
- Total Facility Energy includes all energy consumed by the data center, such as IT equipment (servers, storage, networking), cooling systems (chillers, CRAH units, pumps, cooling towers), UPS conversion losses, PDU and transformer losses, lighting, building management systems, fire suppression, and physical security .
- IT Equipment Energy covers only the energy delivered to computing devices, including servers, storage, and networking equipment . A PUE of 1.0 represents the theoretical ideal, where all energy is used directly by IT equipment with no overhead. A PUE of 2.0 indicates that only half of the energy entering the facility reaches the IT equipment, with the remainder consumed by supporting infrastructure .

- Lower PUE values indicate higher energy efficiency, as more of the consumed energy is used for computing rather than overhead systems .
- The global average PUE is approximately 1.55, while best-in-class hyperscale data centers can achieve 1.08–1.09 .

If a data center consumes 2,000,000 kWh annually in total, and the IT equipment consumes 1,000,000 kWh, the PUE is: PUE = 2,000,000 ÷ 1,000,000 = 2.0 This means 50% of the energy is used for IT equipment, and the remaining 50% is consumed by cooling, power distribution, and other infrastructure .
